Immigration, Refugees and Citizenship Canada has conducted a third Express Entry draw for the week. These draws are urged to complete the target for 2025 to attract International immigrants. On 8 August 2025, IRCC invited 2,500 candidates focusing on French language proficiency to apply for Permanent residency. Candidates having a minimum Comprehensive Ranking System score of 481 are selected for this draw. And also, they must have created their Express Entry profile on 18 July 2025 before 5:16 am UTC. This is the fourth French-language proficiency draw conducted in 2025. IRCC continuously focuses on the French-language draws to strategically increase francophone immigration outside of Quebec, which is also part of Canada’s broader immigration program.
This week's draw showcases the IRCC's diversified approach in inviting applicants to reach the yearly target. This year began with a slow start in conducting draws, whereas the back-to-back draws indicate the stress on Express Entry draws as a strategy move by IRCC to invite skilled professionals to fill the labour market demand. Until now, for this year, 53,128 invitations have been issued by IRCC 2025. When focusing on Express Entry draws, the candidates are selected from the mixture pool, not targeting the single stream. They have been invited from provinces, through their work experience in Canada and the skilled labourers from high-demand sectors. The present high-demand sectors are healthcare and education in the Country.
The 2025 year has got costly CRS score, where the minimum cut-off is set at least 700 or often exceeding the same. These consistently high cut-offs are mainly set on the Provincial Nominee Program. The total of 14 draws where conducted to increase the invitations for the year. On the other hand, 8 draws were conducted for the Canadian Experience Class, where applicants with recent Canadian work experience are invited. The set of draws 4 and 3 draws is conducted, focused on healthcare and social services, and only one draw is conducted for the education sector.

On 21 March 2025, a French-language draw was conducted, inviting 7,500 candidates, where the minimum cut-off CRS was 379.
On 22 July 2025, the Healthcare and social services draw was conducted, inviting 4000 candidates with a CRS score of 475.
On 1 May 2025, an Education draw was conducted, inviting 1000 candidates with a CRS score of 479.
With these data, the 2025 trend clearly shows that IRCC invites based on Category-based selection. This system was drafted to conduct Express Entry draws based on Canada’s economic and demographic needs. But IRCC also invites healthcare professionals, French speakers and experienced candidates who are already in surplus in number.
IRCC has now taken the proactive approach, where multiple draws are conducted with a lower CRS score for the targeted group. Fresh, skilled workers are surprisingly invited, having the desired CRS score to meet the needs. The predictions state that IRCC will balance general draws and sector-based draws to ensure to meet the demand of the country’s evolving labour demand.
