Happy news for skilled workers and graduates! The Canadian government has announced that thousands of invitations have been issued under the Manitoba Provincial Nominee Program (MPNP), allowing eligible candidates to apply for provincial nomination.
The Candidates were invited under the programs, which include:

- Skilled worker Overseas

The Manitoba Provincial Nominee Program (MPNP) conducted a draw #253 on 4th September 2025. Issued 3,347 letters of Advice to Apply (LAAs) to foreign nationals. However, they have split the invitations into three categories, which encompass

International Education Stream
For the International students stream, the applicants were selected by the eligibility requirements. The government has issued only 15 letters of Advice to apply for this stream, and the cutoff should be 844. However, the 415 Candidates received a valid Express Entry profile number and job-seeking Validation codes.
The pathway to province has issued a minimum number of invitations for the International Education Stream, and the applicants who are willing should not waste time. Skilled Worker in Manitoba
On September 4, 2025, the Manitoba Provincial Nominee Program (MPNP) conducted another vital draw for the Skilled Workers in Manitoba Stream. Through this draw, invitations were issued to candidates who met the eligibility requirements for the stream, including factors such as work experience in Manitoba, employment status, and strong ties to the province. Along with this, Manitoba is keenly focused on supporting the citizens of Ukraine.
What makes this draw unique is Manitoba's focus on supporting Ukrainian citizens. Eligible candidates who declared a principal applicant with Ukrainian citizenship were given special consideration. This initiative highlights Manitoba’s commitment to supporting those affected by the ongoing crisis in Ukraine.
Skilled Worker Overseas stream
For this stream, applicants were invited under two draws: Skilled Worker in Manitoba and Skilled Worker Overseas, based on recruitment conducted by the Manitoba Provincial Nominee Program (MPNP).

The applicants will not receive invitations due to the given reasons.
The Manitoba Provincial Nominee Program (MPNP) has explained the reason why they will not receive the Letters of Advice to Apply :
Language test: If the applicant hasn’t provided the test number in the Expression of Interest (EOI), or if your test results have expired at the time of the draw, submit a direct invitation through a strategic recruitment initiative, without providing a valid number in the Expression of Interest. Your application will not be considered.
What are Strategic Recruitment Initiatives Under the MPNP?
The Strategic Recruitment Initiatives (SRIs) are employer- community-led programs under the Manitoba Provincial Nominee Program (MPNP). They allow the province to invite foreign candidates with high skills to apply for provincial nomination.
- Employers: must meet eligibility criteria and complete Manitoba’s recruitment process before recommending candidates.
- Candidates: must meet specific requirements, including language skills, work experience, education, and age.
