The city of Steinbach, Manitoba, has officially revealed its list of priority sectors and occupations under the RCIP that was recently introduced. This is a program designed to help rural areas attract and retain skilled foreign workers by providing them a direct pathway to PR.
Steinback is the third largest city the Manitoba PNP. The areas covered by RCIP includes surrounding regions such as the rural municipalities of Ste. Anne, Piney, La Broquerie, and the urban districts of Landmark and Vita. This initiative aims to meet local labor market demands by enabling employers in rural areas to full job opportunities under qualified foreign nationals.
The RCIP is an employer-driven immigration pathway. Foreign applicants should first get a job offer to become eligible. This job offer should be from a designated employer operating within the Steinbach RCIP area. Applicants should also meet other criteria including language proficiency, relevant work experience, educational qualifications and proof of funds. Once all these conditions are met and a recommendation certificate is obtained from the Steinbach Economic Development, applicants can apply directly for PR through the federal government.
Steinbach’s Priority Sectors
Each community participating in the RCIP is allowed to nominate five priority sectors based on their local economic needs. Steinbach has identified the following as the key focus areas.
- Healthcare
- Education, Law, Social, Community, and Government Services
- Sales and Service
- Trades and Transportation
- Manufacturing and Utilities
Employers who are operating in any of these sectors are eligible to apply for designation under the RCIP. This enables them to hire foreign workers through this program.

Steinbach has specified occupations within these sectors that are eligible under the RCIP. This corresponds to the NOC codes. Some of the included occupations are:
- Registered Nurses and Psychiatric Nurses (NOC 31301)
- General Practitioners and Family Physicians (NOC 31102)
- Licensed Practical Nurses (NOC 32101)
- Food Service Supervisors (NOC 62020 – excluding fast food roles)
- Automotive Technicians and Mechanics (NOC 72410)

Application Process and Limits
The SED has implemented a structured intake process. Each month, the applications open on the 1st and close on the 15th or once seven complete applications have been submitted, whichever comes first.
Only 5 recommendations will be issued per intake period. There is a cap of one recommendation per NOC code per month, with no more than two per calendar year per code. The key healthcare roles, such as NOC 31102, 31301, 32101, and 33102 are exempt from these limits due to critical shortages.
