PEI Holds Second-Largest Provincial Immigration Draw of 2025

The Prince Edward Island Provincial Nominee Program held its second-largest immigration draw of 2025, inviting 160 candidates to apply for provincial nomination. The draw, conducted on October 17, 2025, targeted candidates who are already living and working in the province under the Labour Impact and PEI Express Entry categories.

This marks the 10th draw of the year, bringing the total number of Invitations to Apply (ITAs) issued through the PEI PNP to 1,081 as of October 26, 2025. The latest round reflects the ongoing commitment of the province to addressing the local labour shortages through immigration while aligning with federal and provincial priorities.

Focus on Skilled Workers and International Graduates

The PEI PNP continues to prioritise candidates working in occupations important to the economic growth of the province. Skilled professionals and international graduates who have already established ties in PEI stand the best chance of selection. This includes graduates from leading institutions such as the University of Prince Edward Island and Holland College.

Candidates employed in critical sectors, particularly healthcare, trades and manufacturing, were among those who received invitations. The Office of Immigration (OIM) has clarified that individuals working in sales and service sectors may not be considered for nomination at this time. The focus remains on attracting talent, which supports the long-term labour market needs of PEI.

Draw Highlights and Selection Criteria

The October 17 draw invited:

Category

Number of Invitations

Labour Impact / Express Entry

160

This makes it the second-highest draw of 2025, only six invitations fewer than the largest one held earlier this year. The PEI PNP’s draw has predominantly been from the Labour Impact and Express Entry Category Streams. This has become possible with just one earlier draw, including a candidate from the Business Impact-Work permit stream.

Due to a limited number of nomination spaces and a high volume of applications, PEI is becoming increasingly selective. Only candidates whose occupations align with the provincial priorities are being considered. This strategic approach makes sure that immigration continues to drive population growth while meeting local industry demands.

How the PEI PNP Selection Works

The PEI PNP operates on an EOI system. Interested foreign nationals must submit an online profile specifying the stream they wish to be considered for. Once in the pool, candidates are ranked based on a points system and assessed across several factors, including:

  • Language proficiency in English or French
  • Education Level and institution of completion
  • Work Experience in occupations
  • Alignment with the economic priorities of PEI
  • Employment factors such as holding a valid job offer from a PEI employer or prior Canadian experience.

Those with the strongest profiles are invited to apply for a provincial nomination. If aligned with Express Entry, it can add 600 points to their Comprehensive Ranking System score. This virtually guarantees an ITA for Canadian permanent residence.

Implications for Skilled Workers and Employers

This draw reaffirms PEI’s strategy of prioritising candidates who are already contributing to the local economy. For skilled professionals, international graduates, and PEI employers, the latest draw offers insight into the evolving immigration landscape of the province.

Employers in priority sectors can leverage the PEI PNP to address labour shortages. Candidates who wish to settle in the province are aligned with in-demand occupations and update their EOIs accordingly.
