The Northwest Territories has announced that its 2025 nomination allocation under the Northwest Territories Nominee Program (NTNP) has been restored to 300 spaces, marking a positive development for skilled workers and employers. This has returned to its 2024 levels. This marks a significant increase from the previously reduced 197 nominations. The restoration has enabled over 100 additional candidates to receive invitations to apply for permanent residency through the NTNP this year.
The announcement was made on October 17, 2025. It highlights renewed opportunities for both employers in the region and skilled professionals hoping to build a career in Canada’s North. Caitlin Cleveland, Minister of Education, Culture and Employment (ECE), stated that the preparations to open the next NTNP application intake period in the coming weeks are in process.
“The restoration of our full allocation means that employers will once again have access to the skilled workers they need to keep their businesses running and expand,” said Minister Cleveland.”
Regional Growth Strengthened Through Immigration
The restoration comes after a challenging period in 2025. The federal government temporarily reduced PNP allocations across all provinces and territories by 50%. This reduction was part of a federal plan to manage population growth pressures on housing and social services.
Throughout the year, several provinces and territories, including the NWT, advocated strongly for higher nomination numbers. This highlights their reliance on immigration to address critical labour shortages in key industries, such as healthcare and transportation.
In September 2025, the federal government had partially addressed this issue by granting the NWT additional nominations. This raised its total from 150 to 197. These were allocated to eligible applicants from earlier intake rounds who had not been selected.
With the latest decision, the NWT becomes the first and only territory to have its full PNP allocation restored to pre-2025 levels. This signals Ottawa’s recognition of the distinct labour needs and immigration priorities of the region.
About the Northwest Territories Nominee Program (NTNP)
The NTNP serves as a key pathway for employers to hire international talent and for foreign nationals to settle permanently in the Canada Investor Northwest Territories. The program currently includes the following streams.
- Employer-Driven Stream
- NWT Express Entry Category
- Francophone Stream
- Business Stream
Applications under the Employer-Driven and Francophone streams require a valid job offer from an eligible employer within the territory. Candidates under the business Stream can apply independently.
The NWT has already conducted two intake periods in 2025. This was from February 27 to March 6 and from July 2 to July 9.
