Newfoundland and Labrador continues to demonstrate its commitment to attracting skilled workers and supporting labour market needs. This is by issuing more than 300 ITAs in its latest provincial immigration draw. The province conducted its 9th selection round of the year on September 12, 2025. In this draw, the province issued a total of 353 invitations to candidates through two immigration pathways. The two pathways are the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).
218 invitations were issued under the NLPNP, and 135 were issued through the AIP. This marks the highest number of AIP invitations issued by the province so far in 2025. These laws reflect the ongoing efforts of Newfoundland and Labrador in filling labour gaps. The in-demand sectors include healthcare, information and communications technology.
The province has issued 2,018 invitations through the NLPNP and 586 through the AIP so far this year. These numbers reflect a significant increase when compared to previous years. These also highlight the growing reliance of the province to meet labour demands.

How to Apply Under NLPNP and AIP
Newfoundland and Labrador’s NLPNP now uses an EOI system. This has replaced the older first-come-first-served process. Candidates who are interested must submit an EOI, after which the Newfoundland and Labrador OIM reviews profiles and sends invitations to qualified applicants throughout the year. The selection process is based on labour market needs and the evolving interests of the province.
For the AIP, candidates must have a qualifying job offer from a designated employer. They should also meet the criteria in education, work experience, language proficiency and settlement funds. On approval, applicants will receive a mandatory settlement plan and can apply for PR while benefiting from a special 2-year work permit.

These draws reflect the proactive approach of the province to address workforce shortage and promoting economic growth.
