Newfoundland and Labrador continues to strengthen its immigration initiatives to attract global talent and support its growing economy. On September 26, 2025, the Newfoundland and Labrador Office of Immigration and Multiculturalism issued 217 ITAs through the Newfoundland and Labrador Provincial Nominee Program and the Atlantic Immigration Program.
This latest draw highlights the steady progress of the province since adopting the Expression of Interest system in February 2025. The draw allowed for a more targeted selection of candidates who meet local labour demands.

Newfoundland and Labrador Immigration Performance in 2025
To date, the province has issued 2,821 invitations this year. Out of this, 2,125 were through NLPNP and 696 through the AIP. Newfoundland and Labrador received 1,050 nomination slots for its provincial program. Following negotiations with the federal government, it secured 1,000 additional allocations. This increased its total to 2,050 for 2025. The province also maintains 475 spaces for the AIP, continuing its contribution to the AIP’s regional talent strategy.
AIP and NLPNP Drive Skilled Immigration to Newfoundland and Labrador
Newfoundland and Labrador currently operates two primary immigration pathways.
- The Atlantic Immigration Program (AIP)
- Newfoundland and Labrador Provincial Nominee Program (NLPNP)
Both of these pathways are designed to attract and retain skilled talent to the province.
