There has been a recent update from Immigration, Refugees and Citizenship Canada (IRCC) regarding repeated refusals of the Canada visa application for study, work or visiting Canada. Here, the note is directly from the reviewing officer. The refusals have recently been faced by the particular visa categories that are for temporary resident applications. As of 29th July 2025, IRCC has begun attaching officer decision notes directly to refusal letters for certain visa categories. However, it's crucial to note that the Officer's decision notes are not available to applicants who apply through the new IRCC portal.
Who will receive a refusal, and through which applications will receive the “officer decision notes?
As of now, applicants who receive refusals are currently eligible for the following visa types with extensions for study permit, work permit, Temporary Resident Visas, and electronic travel authorisations. In future, IRCC plans to include officer decision notes with the refusal letters.
IRCC has clarified that once the officer decides to attach the refusal letter, if the candidates' applications are refused, then the officer's decision notes are attached to the refusal letter. No future information requests should be submitted
An Overview of Global Case Management System (GCMS)
The Global Case Management System for managing is also used by the Canada Border Services Agency (CBSA). It is initially stored in IRCC’s Global Case Management System. Who Can Request the Global Case Management System
Global Case Management System can be requested by Canadian citizens, permanent residents or Individuals physically present in Canada. If the applicants are not present in Canada. Then they can use a representative, such as a permanent resident, Canadian citizen and Canadian-based organisation.

The Global Case Management System is used to track your application process; however, the applicants should know how to request GCMS notes, which includes three steps:
