The Yukon Nominee Program has officially started to send out invitations to apply for the PR nominations under the 2025 intake. This began following an exceptionally competitive Expression of Interest round.
The territory received 502 eligible submissions during the intake window held between March 31 and April 22, 2025, according to a press release from the Government of Yukon. Of these, 392 aligned with the territory's 2025 immigration priorities. These submissions significantly exceed this year's 215 nomination slots allocated to the territory.
This overwhelming response comes along with federal-level changes to the targets of Canada Immigration. At the beginning of 2025, Yukon saw its PNP allocation reduced by 50%, like many other provinces. This policy shift was introduced through the 2025-2027 Immigration Levels Plan. This plan aims to moderate admissions for permanent resident across Canada.
Who Will Receive Invitations?
The YNP is prioritizing applicants who have already received temporary measure letters of support. This is a special provision introduced for foreign nationals who are employed in Yukon. These individuals hold a two-year work permits which indicates their employers intention to support them for PR nominations in 2025 or 2026.
Once these candidates with high priority are selected, the remaining slots will be filled through a random draw among applicants who qualify. Candidates who are eligible fall under the following categories.
- Graduates from the Yukon University
- Individuals who have valid letters of support from Yukon-based employers
- Francophone or French-speaking applicants.
- Foreign nationals who have lived and worked in Yukon for a minimum of one year
This approach ensures that the Yukon Nominee Program matches more closely with the labour market and demographic needs of the territory.
Change to the EOI-Based System
The shift made by YNP to the EOI system is one of the most important changes. Previously, the first-come, first-served method was followed. But Yukon now requires employers to submit a web form with details about the foreign worker they wish to nominate.
There will be a review of submissions during the intake period. Following this, the YNP has now started notifying selected employers. These employers will receive instructions on how to submit a full nomination application. Now, the employers who were not selected will either be
- Notified that they were not eligible. This will be based on their EOI submission.
- Placed in a random selection pool. This will allow for possible future considerations.
The change in the process is designed to make sure a fair, transparent and priority-based selection. This also reflects the limited number of nominations available under the federal guidelines.
