In a highly anticipated move aiming at strengthening family reunification, IRCC has announced that it will be sending invitations to apply under the Parents and Grandparents Program (PGP) starting July 28, 2025. IRCC aims to accept up to 10,000 complete sponsorship applications during this intake cycle.
This intake is limited to applicants who have already submitted an Interest to Sponsor form during the 2020 intake. Over approximately two weeks, 17,860 potential sponsors will receive invitations through email. This email will notify that these sponsors can apply for permanent residency for their parents and grandparents.
Continuing with 2020 Pool of Applicants
The IRCC will again draw from the 2020 pool, where thousands of Canadian citizens and permanent residents had expressed interest in sponsoring their loved family members. Owing to the overwhelming demand and limited quota, the department is maintaining a lottery-style selection system rather than reopening the intake to new applicants.
Applicants who have already submitted their intent to sponsor in 2020 will only be eligible for this current draw. No new interest in sponsoring forms will be accepted this time. For those hoping for a future intake, they should continue monitoring IRCC updates.
Eligibility to Sponsor
The Parents and Grandparents Program is an integral part of the immigration system of Canada. This program emphasises the importance of family reunification. To qualify as a sponsor, applicants should meet the following eligibility requirements.
- Should live in Canada
- Be 18 years of age or older
- Must be a Canadian citizen, PR or should be registered Indians under the Canadian Indian Act.
- Should meet the Minimum Necessary Income requirements based on the size of their household.
Applicants can proceed with the application only if they receive an official invitation to apply. IRCC pushes those who applied in 2020 to closely monitor the email account that they had provided during the form submission. They are requested to check the spam and junk folders as well.
Application Submission Process
Applicants who receive an ITA must:
- Submit the complete electronic application
- Make sure all the documents are submitted before the deadline
- Must use either the Permanent Residence Portal or the Representative Permanent Residence Portal
- Avoid submitting an incomplete or late application. There are high chances that these will get rejected.
IRCC also notifies that this initiative is part of a broader effort to reduce application backlogs.’It also aims to reopen future rounds for new applicants. A detailed PGP intake report (2020-2022) has been published on the IRCC website for public reference and transparency.
The Super Visa, An Alternate Pathway
Applicants who are not selected in the PGP intake can use the Super visa, which is a compelling alternative. The super visa allows parents and grandparents to visit Canada for up to 10 years, with each visit lasting for up to five years. This also has an option to extend for an additional two years.
- To qualify for the super visa, applicants:
- Should purchase private Canadian health insurance
- Must undergo a medical examination and meet the admissibility criteria
- They should have a child or grandchild in Canada who meets the minimum income thresholds.
- Must submit a written commitment of financial support from the host in Canada.
The super visa is a multiple-entry visa which offers flexibility for families who have been waiting for permanent sponsorship opportunities.
