On October 31, 2025, the Manitoba Provincial Nominee Program (MPNP) conducted a new draw under its Skilled Worker Stream and invited 29 skilled worker candidates to apply for provincial nomination. This latest draw highlights Manitoba’s ongoing focus on retaining foreign talent already contributing to the province’s workforce, particularly those employers under facilitated or special work permits. According to the MPNP updates, invitations, known as Letters of Advice to Apply, were distributed among candidates under the Skilled Worker in Manitoba and Skilled Worker Overseas pathways. The majority of these invitations were sent to individuals currently living and working in Manitoba through the Temporary Public Policy (TPP), which allows certain foreign workers to hold open work permits while awaiting nomination or permanent residency approval.
The Letter of Advice to Apply (LAAs) were issued to the candidates who had received an Invitation to apply through Manitoba’s Strategic Recruitment Initiatives, these include Employer Services (4 LAAs), Francophone Community (3), and Regional Communities (2) LAAs, Ethnocultural communities (1) and the Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP) they issued 19 Letter of Advice to Apply. Out of 29 Letters of Advice to Apply that Manitoba has issued, 9 candidates have a valid Express Entry profile number and Job seeker validation code.
The Manitoba Provincial Nominee Program suggests that candidates who submitted an Expression of Interest (EOI) Profile along with a valid EOI profile number and job seeker validation code, but did not receive a Letter of Advice to Apply, might be due to the following reasons:
- The candidates who have approved a third-party language test for English or French; however, if you have not provided a valid test number in their Expression of Interest, or have not submitted their valid test marks.
- The candidates who indicated that they had received an ITA to the MPNP under a strategic recruitment initiative, yet did not provide a valid invitation number.

This draw continues Manitoba’s trend of prioritising candidates who have already established themselves within the province’s labour market. The Skilled Worker in Manitoba Stream is specifically targeting individuals who are currently employed full-time in Manitoba, or holding valid work permits supported by Manitoba employers or facilitated through federal policies such as the Temporary Public Policy TPP.
