The city has announced its updated list of designated employers under the Rural and Northern Immigration Pilot, RNIP, which is also known as the Rural Community Immigration Pilot, RCIP. This program allows eligible foreign workers to apply for PR through job offers from approved local employers.
The RCIP focuses on sectors such as construction, healthcare, transportation, and food services to address labor shortages. The Thunder Bay Community Economic Development Commission (CEDC) is responsible forgetting and approving designated employers. These businesses are now officially recognized to bring in international talent under the RCIP stream.

Eligibility Criteria for Foreign Workers
The eligibility criteria to qualify for Thunder Bay’s RCIP are as follows
- A valid job offer should be obtained from a designated employer in a priority occupation
- Should have relevant work experience for the required number of years.
- The candidate should meet the minimum Language proficiency benchmarks.
- Must have valid educational credentials which hold a Canadian equivalent.
- Proof of settlement funds, which will support the transition and integration.
Once a job offer is obtained, the employer will initiate the application process with the CEDC. If it is successful, the candidate will receive a community recommendation letter which is required to apply for Canada PR.
