A new federal report has been released on November 3, 2025. This update revealed surprising insights into those successfully gaining Canadian PR through Express Entry. This also showed that foreign work experience may now play an even greater role than Canadian experience in 2024 selections.
According to the report, over one-third of successful candidates did not have Canadian work experience eventhough the Canadian Experience Class category issued the highest number of ITAs. In contrast, only 1% of invitees had no foreign work experience. This highlights how critical global work exposure remains for Express Entry success.
In total, 98,903 ITAs were issued in 2024, and over 56% of invitees had two years or less of Canadian work experience. India dominated once again, with Indian citizens receiving 43,004 ITAs, four times more than any other nationality.
Who Got Invited? Key Trends
The CEC led all categories with 26,500 ITAs, followed by the French-language proficiency category (23,000 ITAs). This featured the lowest CRS cut-off score at just 409 points. The Provincial Nominee Program accounted for 15,483 invitations with the highest average cut-off of 725.
Interestingly, 2024 saw diverse draws. This included those for Healthcare and Trade occupations. Yet the majority of candidates succeeded through general or CEC draws. This emphasised human capital factors like education, and multilingual skills over specific NOC codes.
The French language category is leading with 36,000 ITAs while healthcare occupations have gained prominence. This shift made in 2025 signals Canada’s focus on bilingual and essential service professionals.
Foreign Experience Still Matters Most
Foreign work history remains a decisive factor when the candidate has a Canadian work experience. Only 1% of invitees lacked foreign experience. This means successful candidates usually combine international and Canadian exposure.
This underscores Canada’s dual focus and rewarding global experience while promoting long-term settlement for skilled professionals. Category based draws now make it easier for foreign professionals without Canadian experience to qualify if they meet language or occupational criteria.
Top Occupations and Countries
IT and healthcare roles dominated. The highest ITAs went to Software Engineers, Developers, Food Service Supervisors and Registered Nurses. Over 65% of all ITAs were issued to other professions. This shows that Canada still values broad skill sets and human capital diversity.
India, Cameroon, Nigeria, and Morocco were among the top-performing nations. These countries also had a growing number of Francophone African candidates benefiting from the French-language stream.
